Applicant agrees to supply information as may be required by NRCS to determine compliance with the EQIP contract and requirements of the program.

 

Beginning Farmer/Rancher:  an individual or entity who:
The following definition for Beginning Farmer is current as of February 20, 2003. Any changes to these definitions will be passed on to the user.

  1. Has not operated a farm or ranch, or who has operated a farm or ranch for not more than consecutive 10 years.  This requirement applies to all members of an entity, AND
  2. Will materially and substantially participate in the operation of the farm or ranch.

    (a)  In the case of an EQIP contract with an individual, individually or with the immediate family, material and substantial participation requires that the individual provide substantial day-to-day labor and  management of the farm or ranch, consistent with the practices in the county or State where the farm is located

    (b)  In the case of a contract made to an entity, all members must materially and substantially participate in the operation of the farm or ranch. Material and substantial participation requires that the members provide some amount of the management, or labor and management necessary for day-to-day activities, such that if the members did not provide these inputs, operation of the farm or ranch would be seriously impaired.

Limited Resource Farmer:
The following definition for Limited Resource Farmer is current as of February 20, 2003. Any changes to these definitions will be passed on to the user.

  1. An individual, directly or indirectly, with gross farm sales not more than $100,000, and

  2. Has a total household income at or below poverty level for a family of four, or less than 50% of county median household income, in each of the previous two years. (See following data table).

In addition to the standard geographic information, the following variables are included at the county or state level:

  1. Number of Farms
  2. Land in Farms
  3. Average Farm Size
  4. Total Number of Farms with Sales less than $100,000
  5. Number of Farms Where Operator has Been on Farm Less Than 10 Years
  6. Total County Population
  7. County Median Household Income
  8. Fifty Percent of Median Household Income
  9. Population Whose Income is Below the 2000 Poverty Line
  10. Percentage of Population Whose Income is Below the 2000 Poverty Line
  11. National Poverty Threshold in 2000 (family of four with two related children under 18)
  12. National Poverty Threshold in 2001 (family of four with two related children under 18)
  13. National Poverty Threshold in 2002 (family of four with two related children under 18)
  14. State Total Population
  15. State Median Household Income
  16. State Population Whose Income Was Below Poverty in 2000
  17. Percentage of Population Whose Income Was Below Poverty in 2000.
