Contract Completion Incentive Fact Sheet
NRCS is concerned about the many EQIP contracts that are currently inactive or
incomplete. That’s why NRCS is now offering a special “CCI” INCENTIVE for
landowners who complete all the structural practices in their new 2006 EQIP
contracts on a new two-year “fast track” plan.” Hurry! Offer ends June 1, 2006!
The Environmental Quality Incentives Program (EQIP) helps Illinois landowners
address natural resource concerns on their land or within their livestock
operation. Thousands of operators have applied for EQIP, been approved for
federal cost-share assistance, and signed contracts to complete many different
conservation practices. Unfortunately, many practices scheduled for a particular
year have been delayed and rescheduled for installation in the future. NRCS
would like to see our new EQIP contracts carried out quick--conservation needs
to be working on the land and not just on a piece of paper!
What does this mean for you? It means that for new 2006 EQIP contracts, NRCS
will add another financial incentive to the existing
program. The CCI payment will be added on to your EQIP cost-share
payment.
This incentive is called the Contract Completion Incentive (CCI)
and is being offered for fiscal year 2006 EQIP contracts. The CCI is a financial
incentive for participants who plan to complete all structural practices in
their contracts within the first or second year after signing their contract.
The CCI will be offered in two forms--as a CCI-A, when all structural practices
are completed in the first year and a CCI-B, when all structural practices are
completed in the second year. CCI payments are not made until all your
contract’s structural practices have been completed and installed.
If you have already signed a new 2006 EQIP contract, but you want to put it on
the fast track and get this extra cash, your current contract will need to be
updated. NRCS will update it, factor in the new incentive dollars and you’ll
sign the paperwork. Then the clock starts ticking! Visit with your NRCS District
Conservationist to find out more and to verify that your contract includes
practices that qualify.
Eligibility Rules -- Check this list to be sure your EQIP practices and
contract are eligible:
- Your contract is a FY2006 EQIP contract.
- Cost share rates are 70% or less for all structural practices (85% for
Limited Resource Farmers).

one structural practice
- All structural practices must be completed by Dec. 31, 2007 or Dec. 31,
2008.
- Value of cost-share within the contract must be at least $5000.
